I have installed the Retro Mix Filter on my Mac 10.12.6 Sierra and the files from Plug & Play went straight into the VST folder as a Plug & Play folder. I cannot find the plug in in Logic. Should this file of plug ins be in the components folder or the VST folder?

You need to ensure you have installed the AU (Audio Unit) format for use in Logic. It sounds like you have mistakenly installed VST which is not supported by Logic.
