As stated in the email you have received, store registrations and forums registration are NOT linked.

So if you never registered in the store, you have to create your account in the store.

I just placed my order and was told by the website that:

Transaction already processed ( your payment has not been recorded )

We apologize for not being able to process your request, please call the merchant to complete the order.

Please notice that if you are using an european credit card, your order must be placed using the EURO currency (this is a restriction from our bank).
This is clearly stated on the last page of the checkout process (in red), and if this is your case, your CC will never be charged.
To fix this, you have to go to the store home page, choose the EURO as your current currency (in the right column), then do the checkout again, checking that prices now use the EURO currency.
